IMO, black should avoid this move. It just gives so much space to white, despite the tempo...

This move does score well in the opening databases though.

this gives white the chance to play a minority attack. Personally, if I'm white, I don't mind that.

True - although 0-0 is the most commonly played move here.

Yes, retreating to d3 or b3 are more popular in the opening databases and seem more active squares for the bishop.

Or Bf1... white is playing passively.

I also think that white is playing without a plan, and is just developing.

a plan would be 10.a3 with an eye on b4 and controlling c5 and the whole c-file

You can say black's B are better placed than W's, but black IMO shouldn't have exchanged. White's passive play could be promising, and to grab some more edge could have proven possible.

There is one other game in the opening databases, where black didn't exchange rooks and played 13....Nc6 instead. That game also ended in a draw. game

the exchanges increase black's advantage slightly since W's Bishops are not well placed
