The right time for this! Black can not take advantage of the hole created on e5 because of the position of his knights. While d4-d5 entombs black's LSB is a small plus. Also d4 is now available for the knight on f3 to dominate the board from the centre. Defensively the knight on d4 will somewhat dampen the strength of the black bishop on g7 which gained new life after d4-d5. But most of all, it allows for the possible f2-f4-f5 busting a big hole to the black king.
