The articles main thrust is about how successful they have been because of their high testing levels, track and trace system and the tracer teams which also allow early diagnosis/treatment. Compare this to a countries, say UK and USA who have high deaths - The largest part of the UK has only just gotten a working (time will tell if it works) track and trace system and a Prime Minister leading by example, although he was lying when he said he had gone around a hospital shaking hands with everyone and later on actually gets ill from covid. USA, a President reckons it's just the sniffles, switches between wanting less testing (because that would mean seeing less cases) and using high testing (in terms of numbers not per population) to mislead his country about death rates and has no interest in any kind of national strategy or even other peoples safety at his press conferences. But we do know everyone near him has to be tested for HIS safety. Regarding hydroxychloroquine: "...they employ multiple treatment disciplines - including giving plasma from recovered COVID patients...and are now using the anti-viral favoured first by China called favipiravir." So from this article the effectiveness of the hydroxychloroquin component is anecdotal and they have now stopped using it.
