Often times general location is enough. Along with other input. Also children lack the knowledge and real world experience to exfiltrate themselves from that situation, little legs can only run so fast. Efficient is subjective in this context. But I agree that an engineered virus, baterium or more preferably fungus would cause way more damage. However a killer is a killer is a killer.

As an example you can crouch down behind a car, potted plant or step around the corner and be protected (cover) from a bullet. These countermeasures are worthless against an aerosolized attack. Newton's first law of motion states that "An object at rest stays at rest and an object in motion stays in motion with the same speed and in the same direction unless acted upon by an unbalanced force". This means that objects tend to "keep on doing what they're doing" and resist changes in their state of motion. Simple physics actually... science.
