I actually did this. And, a long time back, I'm not sure when, it worked. I believe that it was in 2016 or 2017.

Recruiting Players
Arranging matches is easier when your players aren’t all clustered around the same rating. Look for gaps and recruit players in those gaps. I specify a minimum of 20-30 completed games, of course, and at least one active game (to eliminate defunct accounts). I avoid Americans as they tend to hold libertarian views—rejecting any notion of team sports. Not true of all Americans, but fifty out of fifty cold rejects soured me on US recruitment potential.

Europeans are much friendlier, with positive response from roughly 50% of Eastern European proposals. I sure hope Ukraine defeats Russia. Slava Ukraini!

Then check their profile. Some state they have no intention of joining a team. And if they are on a team, bad juju poaching! I’ve accidentally tried to poach team captains, back in my early days.

I asked GK to add a radio button for “on team” but this request has been repeatedly ignored. You can set the team rating max to zero, but that doesn’t net players who have left teams. It is of some help, however. No team rating=fair approach.
