I've seen what I thought were harder puzzles in the easy section that had a higher solve rate. I guess this puzzle's relatively low solve rate is because black can react in tricky ways. For instance, if after Rg4, black aims its queen at the rook, then that eliminates discovered check for white and requires a different kind of checkmate.

Agreed.
Personally, I think the reason is the silent move. I've noticed that puzzles that lead off with them have lower solve rates than anything involving a check.

As for the continuation, it did play 1... Qd7 when I played the puzzle, but it didn't cause problems because I'd already analyzed that possibility. Whenever I see an easy puzzle here, I always look for the queen sac. Here it didn't start the puzzle, but it was present in that line.

I think it's the silent move combined with the queen on queen threat. A lesser player's instinct is to protect their queen at all costs, or at least exchange with a queen or look for a queen sac move directly.

The experienced player will keep calm and calculate. The rest of us have kneejerk reactions to certain situations.
