This might be a composition, but it could occur in a real game.
Still, the principles apply to real games.
QUESTION: How to get the Rook to a place that doesn't interfere with Q's coverage of e4?
{BK could move 1...Kf3, heading for e4, so R on f1 would mean 2. Rf3(?) would allow Black to escape by 2... Ke4, as WR blocks Q's coverage of e4}.
ANSWER: Therefore, 1. Rh1 avoids that snag, the Q covers e4, and 2. Rh3# even accounts for 1... b2, since R @h3 covers b3, the only escape for Black!! 😁
