So my question is: if White did not have this mate (maybe his king is far from the Black king), is there any way Black can win with Q v B and two pawns?

The Way
Actually, I am sure that Black is easily winning in the following way: Firstly, the black queen has to constrict the white king until the bishop is forced to leave the pawns unprotected. After capturing the pawns, Black can checkmate the white king while the bishop is still on the board.
