Getting lost in the onslaught of variations but 5. Bc5+ Kf6 6. Bxd4+ Kg5 7. f4+ Kh6 8. Rf3 should also be finished within the required 13 moves

I think you might be right, though I got brain-fried looking at all the variant solutions, so I'll take another look at it tomorrow. If you are correct, I'll delete this and repost it with the full slate of solutions (assuming that it lets me).
