It's about 50/50 now. Did you never download all your past games while being premium member?

You will only be able to 'recover' your past games against opponents who were premium members when you played them, and who still are now...

Games that are used for the database will be stored too, so that's any game which was finished without timeout, between two players 1500+ I believe, might be 1600+. Also, I would imagine that any game computer analysed at GK will be stored, too, along with those games against premium subscribers, as mentioned above.
